Chateau Drive: A Shih Tzu puppy and three cats were stolen at a home in the 500 block between Jan. 19 and Jan. 22.

Chickamauga Circle: Medication was stolen from a vehicle at a home in the 500 block between 5:30 p.m. and 7:20 p.m.

North precinct

Julia Street: A wallet and credit cards were stolen from a vehicle in the 700 block between 10 a.m. Tuesday and 1 a.m. Wednesday.

Pulaski Pike: Medication was stolen from a home in the 3900 block at 9 a.m.

West precinct

Coach House Court: A 46-inch television, jewelry and iPad were stolen from a home in the 15000 block between 7:10 a.m. and 5:15 p.m.

Hood Road: A CD player was stolen from a vehicle in the 2900 block at 8:20 p.m.

Spain's Rajoy, ruling party deny secret payment scheme

MADRID (Reuters) - Prime Minister Mariano Rajoy and Spain's ruling People's Party denied on Thursday that the party passed payments from business donors secretly to the premier and other party leaders after a newspaper published what it said were unofficial party accounts.

El Pais published images of excerpts of almost two decades of handwritten accounts that it said were maintained by People's Party treasurers. El Pais said the accounts showed 11 years of payments to Rajoy of 25,200 euros ($34,200) a year.

The accounts - which the newspaper said amounted to a parallel unofficial bookkeeping system - indicate donations from companies, mostly builders, and regular payments of thousands of euros to a number of party leaders.

The report is the latest twist in a scandal over alleged secret cash payments to PP leaders that has hit Rajoy's popularity amid a deep recession, high unemployment and a fiscal crisis that could push Spain into an international bailout.

"The People's Party only has one set of accounts and it is clean, transparent and submitted to the official accounting authority," PP Secretary General Maria Dolores de Cospedal told a news conference, denying allegations of corruption in El Pais.

"We have absolutely nothing to hide."

Cospedal was one of many top party officials, along with former Economy Minister and IMF chief Rodrigo Rato, named by El Pais as receiving secret payments. Rato did not immediately respond to a request for comment.

An earlier statement by the PP said the party's payments to its leaders and staff were always legal and followed tax rules. The party also denied that there were systematic payments to people other than their official paychecks.

A spokeswoman from Rajoy's office told Reuters the prime minister stood by comments he has made recently that he has not engaged in improper conduct.

High Court Judge Pablo Ruz, who is investigating a four-year-old corruption case involving the PP, has asked prosecutors to look into the new allegations and could open another line of investigation, court sources told Reuters.

The party has ordered an external audit of its accounts.

A recent poll by Metroscopia showed that 96 percent of Spaniards believe corruption is widespread in politics in Spain, after dozens of cases have emerged in recent years, most notably an ongoing judicial investigation into alleged embezzlement of public funds by King Juan Carlos' son-in-law.

"This does not help to calm down the difficult moments that we are going through, economically, politically and the climate on the street. This is a time for maximum transparency," Jose Antonio Monago, the president of the region of Extremadura, told reporters at a news conference unrelated to the party scandal.

The alleged payments may not necessarily be illegal if the party leaders declared the income in tax statements.

Until recently, Spanish political parties were allowed to receive anonymous donations. However, it would have been illegal not to book those donations in the book's official, regulated accounts, a People's Party source told Reuters.

BUILDING BOOM

A People's Party source, who asked not to be named, said the allegations raise serious ethical questions about party operations, especially because many of them occurred during Spain's building boom, in which politicians granted large numbers of development contracts.

"It looks like bribes, the nature of the document is very incriminating, if it's true," the source said.

Among the companies named in the El Pais story is builder and infrastructure and energy company FCC. FCC declined to comment. A source close to the company told Reuters that FCC would carry out an internal investigation regarding possible donations.

El Pais also said the president of another builder, OHL, Juan Miguel Villar Mir, was one of the donors. OHL declined to comment.

The accounts published in El Pais were allegedly from two former PP treasurers. One of them is Luis Barcenas, who stepped down as party treasurer in 2009 when judges began to investigate his possible involvement in alleged illegal payments and kickbacks to party officials from builders and other businesses that won government contracts.

The ongoing judicial investigation of Barcenas has revealed recently that he had a Swiss bank account which at one point held as much as 22 million euros. His lawyer has said previously that the money is from legitimate businesses and that Barcenas has now declared taxes on the income.

Press officials from Spain's High Court confirmed that Barcenas' lawyer has provided to the court a document showing that in 2012 his company applied for a tax amnesty on funds in the Swiss bank account.

Barcenas' lawyer was not immediately available for comment. ($1 = 0.7370 euros)

Israeli jets bomb military target in Syria

BEIRUT (AP) ? Israel launched a rare airstrike inside Syria, U.S. officials said Wednesday, targeting a convoy believed to contain anti-aircraft weapons bound for Hezbollah militants in Lebanon. The attack adds a potentially flammable new element to tensions already heightened by Syria's civil war.

It was the latest salvo in Israel's long-running effort to disrupt the Shiite militia's quest to build an arsenal capable of defending against Israel's air force and spreading destruction inside the Jewish state.

Regional security officials said the strike, which occurred overnight Tuesday, targeted a site near the Lebanese border, while a Syrian army statement said it destroyed a military research center northwest of the capital, Damascus. They appeared to be referring to the same incident.

U.S. officials said the target was a truck convoy that Israel believed was carrying sophisticated anti-aircraft weapons bound for Hezbollah in Lebanon. They spoke on condition of anonymity because they were not authorized to speak about the operation.

Regional officials said the shipment included sophisticated Russian-made SA-17 anti-aircraft missiles, which if acquired by Hezbollah would be "game-changing," enabling the militants to shoot down Israeli jets, helicopters and surveillance drones. The officials spoke on condition of anonymity because they were not authorized to brief the media.

In a statement, the Syrian military denied the existence of any such shipment and said a scientific research facility outside Damascus was hit by the Israeli warplanes.

The Israeli military declined to comment. However, many in Israel worry that as Syrian President Bashar Assad loses power, he could strike back by transferring chemical or advanced weapons to Hezbollah, which is neighboring Lebanon's most powerful military force and is committed to Israel's destruction.

The airstrike follows decades of enmity between Israel and allies Syria and Hezbollah, which consider the Jewish state their mortal enemy. The situation has been further complicated by the civil war raging in Syria between the Assad regime and rebel brigades seeking his ouster.

The war has sapped Assad's power and threatens to deprive Hezbollah of a key supporter, in addition to its land corridor to Iran. The two countries provide Hezbollah with the bulk of its funding and arms.

A Syrian military statement read aloud on state TV Wednesday said low-flying Israeli jets crossed into Syria over the Israeli-occupied Golan Heights and bombed a military research center in the area of Jamraya, northwest of Damascus.

The strike destroyed the center and damaged a nearby building, killing two workers and wounding five others, the statement said.

The military denied the existence of any convoy bound for Lebanon, saying the center was responsible for "raising the level of resistance and self-defense" of Syria's military.

"This proves that Israel is the instigator, beneficiary and sometimes executor of the terrorist acts targeting Syria and its people," the statement said.

Israel and Hezbollah fought an inconclusive 34-day war in 2006 that left 1,200 Lebanese and 160 Israelis dead.

While the border has been largely quiet since, the struggle has taken other forms. Hezbollah has accused Israel of assassinating a top commander, and Israel blamed Hezbollah and Iran for a July 2012 attack on Israeli tourists in Bulgaria. In October, Hezbollah launched an Iranian-made reconnaissance drone over Israel, using the incident to brag about its expanding capabilities.

Israeli officials believe that Hezbollah's arsenal has markedly improved since 2006, now boasting tens of thousands of rockets and missiles and the ability to strike almost anywhere inside Israel.

Israel suspects that Damascus obtained a battery of SA-17s from Russia after an alleged Israeli airstrike in 2007 that destroyed an unfinished Syrian nuclear reactor.

Earlier this week, Israeli Prime Minister Benjamin Netanyahu warned of the dangers of Syria's "deadly weapons," saying the country is "increasingly coming apart."

The same day, Israel moved a battery of its new "Iron Dome" rocket defense system to the northern city of Haifa, which was battered by Hezbollah rocket fire in the 2006 war. The Israeli army called that move "routine."

Syria, however, cast the airstrike in a different light, linked to the country's civil war, which it blames on terrorists carrying out an international conspiracy.

Despite its icy relations with Assad, Israel has remained on the sidelines of efforts to topple him, while keeping up defenses against possible attacks.

Israeli defense officials have carefully monitored Syria's chemical weapons, fearing Assad could deploy them or lose control of them to extremist fighters among the rebels.

President Barack Obama has called the use of chemical weapons a "red line" that if crossed could prompt direct U.S. intervention, though U.S. officials have said Syria's stockpiles still appear to be under government control.

The strike was Israel's first inside Syria since September 2007, when warplanes destroyed a site that the U.N. nuclear watchdog deemed likely to be a nuclear reactor. Syria denied the claim, saying the building was a non-nuclear military site.

Syria allowed international inspectors to visit the bombed site in 2008, but it has refused to allow nuclear inspectors new access. This has heightened suspicions that Syria has something to hide, along with its decision to level the destroyed structure and build on its site.

In 2006, Israeli warplanes flew over Assad's palace in a show of force after Syrian-backed militants captured an Israeli soldier in the Gaza Strip.

And in 2003, Israeli warplanes attacked a suspected militant training camp just north of the Syrian capital, in response to an Islamic Jihad suicide bombing in the city of Haifa that killed 21 Israelis.

Syria vowed to retaliate for both attacks but never did.

In Lebanon, which borders both Israel and Syria, the military and the U.N. agency tasked with monitoring the border with Israel said Israeli warplanes have sharply increased their activity in the past week.

Israeli violations of Lebanese airspace are not uncommon, and it was unclear if the recent activity was related to the strike in Syria.

Syria's primary conflict with Israel is over the Golan Heights, which Israeli occupied in the 1967 war. Syria demands the area back as part of any peace deal. Despite the hostility, Syria has kept the border quiet since the 1973 Mideast war and has never retaliated for Israeli attacks.

In May 2011, only two months after the uprising against Assad started, hundreds of Palestinians overran the tightly controlled Syria-Israeli frontier in a move widely thought to have been facilitated by the Assad regime to divert the world's gaze from his growing troubles at home.

Joint Chiefs: Looming cuts would 'hollow' military

(AP) ? The military's top leaders are warning Congress that automatic spending cuts looming in March would force the Pentagon to slash operating budgets, weakening the armed forces and possibly forcing furloughs of 800,000 civilian employees.

The Joint Chiefs say in a letter to Congress that the cuts would create a "hollow force" and would require aircraft to be grounded and warships to return to port.

Troops on the front lines would continue to receive the support they need, despite a cut to the Pentagon's overall budget of more than 7 percent, the chiefs said. But those cuts feel more like 20 percent because they're crammed into the second half of the budget year and funding for uniformed personnel and combat operations is exempt.

"Should this looming readiness crisis be left unaddressed, we will have to ground aircraft, return ships to port, and stop driving combat vehicles in training," said the Jan. 14 letter from Joint Chiefs of Staff Chairman Gen. Martin Dempsey and his colleagues. "We are also now planning for the potential to furlough nearly 800,000 defense civilians who are essential to critical functions like maintenance, intelligence, logistics, contracting, and health care."

The looming cuts are the price to pay for the failure of a 2011 budget "supercommittee" to agree to deficit cuts to replace the automatic reductions.

There's a growing sense of resignation that the country's political leaders will be unable or unwilling to find a way around looming automatic cuts to both the Pentagon and domestic agencies even though there's common agreement that the cuts would threaten the recovering economy.

The biggest impact for the Pentagon would be training and readiness spending.

"The readiness of our armed forces is at a tipping point," the letter said. "We are on the brink of creating a hollow force."

Conservative Republicans, once among the loudest voices against the so-called sequester, now see the painfully large cuts as leverage in their battle to force Democrats into concessions on the budget.

The predictable deadlock ? and looming cuts of $85 billion this budget year alone ? has the potential to slam the economy, produce sweeping furloughs and layoffs at federal agencies and threaten hundreds of thousands of private sector jobs.

GOP states and congressional districts would bear the brunt of the $43 billion in cuts to defense, however, so it's unclear how much leverage Republicans really would have.

(AP) ? Egypt's Islamist president has been significantly weakened by a week of violent protests across much of the country, with his popularity eroding, the powerful military implicitly criticizing him and some of his ultraconservative Islamist backers distancing themselves from him.

In his seven months since becoming Egypt's first freely elected president, Mohammed Morsi has weathered a series of crises. But the liberal opposition is now betting the backlash against him is so severe that he and his Muslim Brotherhood will be forced to change their ways, breaking what critics say is their monopolizing of power.

Critics claim that Morsi's woes are mostly self-inflicted, calling him overconfident and out of sync with the public. Now the relatively high death toll ? around 60 ? the spread of protests and the use of excessive force by the police are feeding a wave of anger at the Egyptian leader and the Brotherhood, the Islamist group from which he hails and which is the foundation of his administration.

Morsi did not help matters when he addressed the nation Sunday night in a brief but angry address in which he at times screamed and wagged his finger. In that speech, he slapped a 30-day state of emergency and curfew on three Suez Canal provinces hit the hardest by the violence and vowed to take even harsher measures if peace is not restored.

In response, the three cities defied the president in a rare open rebellion that handed him an embarrassing loss of face.

Thousands in the cities of Port Said, Ismailiya and Suez took to the streets on Monday and Tuesday just as the 9 p.m. curfew went into force. Underlining their contempt for him, they played soccer games, stores stayed open and there were even firework displays ? all while troops deployed in Port Said and Suez stood by and watched.

Morsi was forced to back down somewhat and authorized the local governors to ease the measures. All three quickly did on Wednesday, reducing the hours of curfew from nine hours to as short as three.

The main opposition coalition, the National Salvation Front, demands Morsi create a national unity government and rewrite controversial parts of the constitution that the Brotherhood and other Islamists rammed through to approval last month. A broader government, they insist, is the only way to ease the violence and start dealing with Egypt's mounting woes ? particularly, an economy many fear is collapsing.

The liberals gained an unusual ally on Wednesday: one of the main political parties of the ultraconservative Islamist movement known as Salafis, the al-Nour Party, which has usually supported Morsi.

Morsi appears to see no need for concessions. On a quick visit to Germany on Wednesday, he downplayed the significance of the week's violence.

"What is happening now in Egypt is natural in nations experiencing a shift to democracy," Morsi told reporters in Berlin.

There is no need to form a unity government, he added, because a new government will be formed after parliament elections ? expected in April at the earliest.

Morsi's reply to critics who demand he widen the circle of decision-making has been to invite opponents to a national dialogue conference to discuss key issues. Almost all opposition parties have refused, calling the conference window-dressing for Brotherhood domination. The conference has held multiple sessions, mainly attended by Morsi's Islamist allies.

Morsi's supporters ? and some of his aides ? accuse the opposition of condoning violence and trying to overturn the democratic results of elections that brought Morsi and the Brotherhood to power.

Meanwhile, anger on the streets is mounting. Politicians may call for a unity government, but a growing bloc of the protesters say Morsi must go outright.

The wave of resentment has engulfed the three Canal cities along with Cairo, Alexandria on the Mediterranean and a string of cities to the north and south of the capital. Protesters have clashed with police, cut off roads and railway lines, and besieged government offices and police stations.

The fury has been further fanned by reports that the police in Port Said at the northern tip of the Suez Canal randomly fired at protesters, killing innocent bystanders. In Cairo, protesters are seething over what they call the excessive use of tear gas and birdshot in clashes that have left three dead and hundreds injured.

Some protesters now demand Morsi be tried for killing protesters just as Mubarak before him was. Mubarak was convicted in June and sentenced to life in prison for failing to prevent the killing of some 900 protesters during the 2011 uprising against him. On appeal, a court has ordered his retrial.

"This man (Morsi) is responsible for the killings but no one is trying him. Is he above the law?" said Ashraf Helmi, a protester in Port Said.

In Cairo, protester Mabrouk Hassan Abu-Zeid, 26, said he expected things to get so much worse.

"A failed state? I see much more than that on the horizon. There could be a revolution by the hungry," he said near Tahrir Square as fellow protesters hurled stones at police firing tear gas.

In comments to cadets on Tuesday, the army chief and defense minister, Gen. Abdel-Fattah el-Sissi, made what was seen by many as an implicit warning to Morsi that he must do something.

He said if political forces can't end their difference over how to run the country, it "could lead to the collapse of the state and threaten future generations."

There was no threat, implicit or otherwise, of a coup in the comments by el-Sissi, who many in Egypt suspected to have made a deal with Morsi when the president appointed him in August.

But military analyst and retired army general Hossam Sweilam said they conveyed the "gravity" of the situation and the possibility that it could a reach point where the armed forces could no longer stand by without intervening.

"Gen. el-Sissi understands the Brotherhood well and they will not be able to play him," he said. "Even if he was loyal to them at some point in the past, he is aware now that he is being closely watched by his own men."

Egypt's military saw its reputation tainted in the nearly 17 months it spent at the helm following Mubarak's ouster, with rights activists blaming the generals for mismanaging the transition to democratic rule and widespread human rights abuses. The top brass handed over power to Morsi following his June election, but tried to keep many of his powers.

Morsi struck back in August, forcing out the army chief and replacing him with el-Sissi.

The military remains widely popular and revered as the nation's protector. Some privately speak of their wish to see the military rid them of Morsi, his Brotherhood and other Islamists, provided the army's rule is short.

Now Salafis appear less willing to stand by Morsi, who has relied heavily on their support. Salafis won nearly 25 percent of parliament's seats in elections held in late 2011 and early 2012, in which the Brotherhood won around 50 percent.

After his talks with the Salvation Front on Wednesday, al-Nour Party leader Younis Makhyoun told reporters that Egypt must not be left in the hands of "a single faction," a thinly veiled reference to Morsi and his Brotherhood.

"There must be a real partnership," he added.

It is not clear at this stage how durable any cooperation would be between the Front and al-Nour, which are on the opposite ends of the political spectrum.

Al-Nour and other Salafis were key in ensuring passage of the constitution, which has a distinct Islamist slant and which liberals vehemently oppose. Salafis also push relentlessly for strict implementation of Shariah in Egypt, a mainly Muslim nation of 85 million people, and take a hardline stand on the rights of women and minority Christians.

But Salafis, too, worry about domination by the Brotherhood.

The Brotherhood is so confident in its own strength it thinks it doesn't need anyone's support, said Hamada Nassar, a spokesman for the political arm of the onetime jihadist Gamaa Islamiya group.

"The popularity of the Muslim Brotherhood in the street is eroding," he said, "but its leaders think that if they nominate a rock to run for parliament, it will win."

Picture the expression on your cat?s face when you stroke it. What makes it so happy? The answer lies in a particular type of sensory neuron that responds to pleasant stroking, say scientists at the California Institute of Technology in Pasadena. The neurons, identified in mice, are similar to certain human neurons, which could explain why we enjoy a massage too.?

Stroking skin produces a pleasurable sensation in many mammals, including humans, but until now, it was unclear which neurons detected that stimulus. It is easier to measure responses to pain than to pleasure, so neuroscientists have in general focused their attention on noxious stimulation.

The gentle touch
Writing in this week's Nature, the Caltech team shows that, in mice, a particular type of neuron, identified by molecular markers, responds specifically to stroking. The researchers used a custom-designed brush to pinch, poke or stroke mice on their hind limbs, as seen in the video above, and identified the responding neurons by imaging spots of fluorescence that represent the increase in calcium that occurs when a neuron fires. Another type was identified that was activated by the uncomfortable pinch stimulus but not by stroking.

The team carried out behavioral experiments to confirm that their mice enjoy the sensation produced by a gentle but firm stroke. The animals were genetically engineered in such a way that the 'stroking' neurons could be activated by a drug injection, and in further behavioral tests for 'place preference', the mice showed a preference for the special chamber within their experimental set-up in which the injection had been given.

Activating these neurons also helped to alleviate anxiety symptoms, which might explain why animals enjoy being groomed. Although humans are not as furry as mice, the sensory structures in the stroking neurons in mice resemble those on neurons found in at least parts of our skin (though not on hairless parts, such as the palms of the hands), suggesting that we might respond to stroking using a similar mechanism.

It?s too early to tell whether the results have any therapeutic potential but, with more work, a drug to please our pets is not unthinkable, says neuroscientist David Anderson, head of the Caltech team.

RIM no more. Name change to BlackBerry a 'brilliant' move: expert

TORONTO - Research in Motion's attempt to reset its image by changing its name to BlackBerry, the moniker of its globally recognized smartphones, is a "brilliant" move according to one expert.

The Waterloo-based firm made the announcement Wednesday at the highly anticipated unveiling of its latest smartphone, the BlackBerry Z10, which will hit store shelves in Canada next week.

Brand expert Edgar Baum says the name change is a brilliant marketing move and comes at a time when the company desperately needs to reinvent itself, and disassociate from its past.

"What this does is give the company a chance to redefine itself," said Baum, the managing director of Brand Finance Canada.

"From the looks of it, (CEO) Thorsten Heins and his team are communicating a different company... If they continue this trend going forward, there is actually a legitimacy to this corporate name change, and it's not just window dressing."

Baum says it will take some time to see if consumers will buy into the corporate rebranding and view BlackBerry as a new company.

"Maybe it implies that some of the negative associations that the company has built up over the last few years will be shed," he said.

"(Consumers) may come back and give it a try again and that's exactly what BlackBerry needs right now."

Baum does not think the move will cause much confusion among consumers, because the brand BlackBerry has more recognition than its maker, Research In Motion.

"In the general public consciousness at large, it's BlackBerry," he said. "RIM existed in the corporate (board)rooms."

As part of the name change, the company will now trade under BB on the Toronto Stock Exchange and BBRY on Nasdaq beginning Feb. 4. Its corporate website will also be migrated over to www.blackberry.com.

Earlier this month, Brand Finance released its annual list of top 50 most valuable brands in Canada.

According to the firm, the BlackBerry brand came in at number 18, with a worth of $2 billion for this year, down from the No. 10 spot in 2012 with $3.3 billion.

Baum says if BlackBerry wants to climb the list this year, it must improve its revenues by at least 50 per cent to show brand value.

January Jones plays an icily beautiful Grace Kelly-style blonde on "Mad Men," but offscreen, she's played around with her hair, becoming a redhead, a brunette, or even adding pink streaks.

But now the actress says the rainbow connection may have harmed her locks.?

"I have been every color, and now my hair is falling out in clumps," she told the British version of Italian fashion magazine Grazia. "I've been blonde, red with extensions for this film (western "Sweetwater"), then blonde, then black, and now blonde again. I'm going to have to shave it off and wear a wig."

Jones did say, however, that while she likes the variety, her best-known color is her favorite. "I like it all colors, it makes you feel different, according to what color it is, but I prefer to be blonde. My son (Xander, born in 2011) recognizes me in photos when I am blonde, he says 'mama.'"

But one distinct look helped Jones fade into the background. Sorry, brunettes. "I didn't get treated differently when I was red-headed, but when I went dark for a few months, I was suddenly invisible," she told the magazine. "Not just as a celebrity, but to my friends and family. I was like, 'Come on, you guys, it's me!'"

Jones plays a prostitute turned gunslinger in "Sweetwater," which premiered at the Sundance Film Festival this month. A release date has yet to be announced.

NASA to launch ocean wind monitor to space station

Jan. 29, 2013 ? In a clever reuse of hardware originally built to test parts of NASA's QuikScat satellite, the agency will launch the ISS-RapidScat instrument to the International Space Station in 2014 to measure ocean surface wind speed and direction.

The ISS-RapidScat instrument will help improve weather forecasts, including hurricane monitoring, and understanding of how ocean-atmosphere interactions influence Earth's climate.

"The ability for NASA to quickly reuse this hardware and launch it to the space station is a great example of a low-cost approach that will have high benefits to science and life here on Earth," said Mike Suffredini, NASA's International Space Station program manager.

ISS-RapidScat will help fill the data gap created when QuikScat, which was designed to last two years but operated for 10, stopped collecting ocean wind data in late 2009. A scatterometer is a microwave radar sensor used to measure the reflection or scattering effect produced while scanning the surface of Earth from an aircraft or a satellite.

NASA and the National Oceanic and Atmospheric Administration have studied next-generation replacements for QuikScat, but a successor will not be available soon. To meet this challenge cost-effectively, NASA's Jet Propulsion Laboratory in Pasadena, Calif., and the agency's station program proposed adapting leftover QuikScat hardware in combination with new hardware for use on the space station.

"ISS-RapidScat represents a low-cost approach to acquiring valuable wind vector data for improving global monitoring of hurricanes and other high-intensity storms," said Howard Eisen, ISS-RapidScat project manager at JPL. "By leveraging the capabilities of the International Space Station and recycling leftover hardware, we will acquire good science data at a fraction of the investment needed to launch a new satellite."

ISS-RapidScat will have measurement accuracy similar to QuikScat's and will survey all regions of Earth accessible from the space station's orbit. The instrument will be launched to the space station aboard a SpaceX Dragon cargo spacecraft. It will be installed on the end of the station's Columbus laboratory as an autonomous payload requiring no interaction by station crew members. It is expected to operate aboard the station for two years.

ISS-RapidScat will take advantage of the space station's unique characteristics to advance understanding of Earth's winds. Current scatterometer orbits pass the same point on Earth at approximately the same time every day. Since the space station's orbit intersects the orbits of each of these satellites about once every hour, ISS-RapidScat can serve as a calibration standard and help scientists stitch together the data from multiple sources into a long-term record.

ISS-RapidScat also will collect measurements of Earth's global wind field at all times of day for all locations. Variations in winds caused by the sun can play a significant role in the formation of tropical clouds and tropical systems that play a dominant role in Earth's water and energy cycles. ISS-RapidScat observations will help scientists understand these phenomena better and improve weather and climate models.

The ISS-RapidScat project is a joint partnership of JPL and NASA's International Space Station Program Office at the Johnson Space Center in Houston, with support from the Earth Science Division of the Science Mission Directorate in Washington.

Even the brains of people with anxiety states can get used to fear

Jan. 30, 2013 ? Fear is a protective function against possible dangers that is designed to save our lives. Where there are problems with this fear mechanism, its positive effects are cancelled out: patients who have a social phobia become afraid of perfectly normal, everyday social situations because they are worried about behaving inappropriately or being thought of as stupid by other people. Scientists from the Centre for Medical Physics and Biomedical Technology and the University Department of Psychiatry and Psychotherapy at the MedUni Vienna have now discovered that this fear circuit can be deactivated, at least in part.

In a study by Ronald Sladky, led by Christian Windischberger (Centre for Medical Physics and Biomedical Technology), which has recently been published in the online journal PLOS ONE, functional magnetic resonance tomography was used to measure the changes in the brain activity of socially phobic patients and healthy test subjects while they were looking at faces. This experiment simulates social confrontation with other people without actually placing the individual in an intolerable situation of anxiety.

Permanent confrontation has a diminishing effect on anxiety "The study demonstrated that people with social phobia initially exhibit greater activity in the amygdala and in the medial, prefrontal cortex of the brain, however after a few faces this activity recedes," says Sladky. This contradicts the assumption made thus far that the emotional circuit of socially phobic individuals is unable to adapt adequately to this stress-inducing situation.

Permanent confrontation with the test task not only led to a solution to the "problem" being found more quickly among the patients with anxiety, but also to some areas of the brain being bypassed which otherwise were over-stimulated, a characteristic typical of anxiety. Says Sladky: "We therefore concluded that there are functional control strategies even in the emotional circuits of people with social phobia, although the mechanisms take longer to take effect in these individuals. The misregulation of these parts of the brain can therefore be compensated to a degree."

These findings could, according to Sladky, provide a starting point for the development of personalised training programmes that will help affected individuals to conquer unpleasant situations in their everyday lives more effectively. In Austria, around 200,000 people a year are affected by some form of social phobia. The number of people who suffer this condition without seeking help for it is likely to be very high, since many affected individuals fail to seek assistance or do so only too late as a result of their anxiety.

Cooperation for a better understanding of psychiatric conditions The recent study was developed from interdisciplinary research collaboration between the Centre for Medical Physics and Biomedical Technology (led by Wolfgang Drexler) and the University Department of Psychiatry and Psychotherapy (led by Siegfried Kasper). The aim of the collaboration project is to arrive at a better, neuroscientific understanding of psychiatric conditions in order to develop new possibilities for diagnosis and treatment.

The five research clusters at the MedUni Vienna Neurosciences and imaging are two of the five research clusters operating at the MedUni Vienna. These specialist areas are increasingly focusing on fundamental and clinical research. The three other research clusters at the MedUni Vienna are cancer research / oncology, allergology / immunology / infectious diseases and vascular / cardiac medicine.

(AP) ? The U.S. economy unexpectedly shrank from October through December, the first quarterly drop since 2009 and a reminder of the economy's vulnerability as automatic cuts in government spending loom.

The Commerce Department said the economy shrank at an annual rate of 0.1 percent mainly because companies restocked at a slower rate and the government slashed defense spending. Those trends partly reflected uncertainty late last year about the fiscal cliff, which Congress averted in a deal reached Jan. 1.

Economists say those factors could prove temporary. Still, the sharp slowdown from the 3.1 percent annual growth rate in the July-September quarter, also driven by a drop in U.S. exports, raised concerns about 2013.

Congressional Republicans seem determined to permit the deep cuts to strike the Pentagon and domestic programs to try to force Democrats to make budget concessions. And Americans are coming to grips with an increase in Social Security taxes that has begun to leave them with less take-home pay.

Government spending cuts and slower company restocking, which can fluctuate sharply, subtracted a combined 2.6 percentage points from GDP. Those two factors offset a 2.2 percent increase in consumer spending. And business spending on equipment and software rose after shrinking over the summer.

Consumer spending added 1.5 percentage points to GDP, and business investment added 1.1 points ? both stronger contributions than in the third quarter.

Economists stressed that the key factors that dragged on GDP in the fourth quarter could prove short-lived, even though the economy faces other threats in 2013.

"Frankly, this is the best-looking contraction in U.S. GDP you'll ever see," Paul Ashworth, an economist at Capital Economics, said in a research note. "The drag from defense spending and inventories is a one-off. The rest of the report is all encouraging."

For all of 2012, the economy expanded 2.2 percent, better than 2011's growth of 1.8 percent.

The plunge in defense spending in the October-December quarter followed a jump in the third quarter. The fluctuation might have reflected higher-than-usual spending that occurred in the July-September period in anticipation of government spending cuts later in the year. Some defense contractors reported lower government spending at the end of the year.

Last week, General Dynamics blamed a $2 billion loss in the fourth quarter on "slowed defense spending."

Exports fell by the most in nearly four years, a result of Europe's recession and slower growth in China and some other large developing countries.

Incomes, though, jumped last quarter as companies paid out special dividends and bonuses ahead of expected tax increases in 2013. Commerce estimated that businesses paid nearly $40 billion in early dividends. After-tax income, adjusted for inflation, rose 6.8 percent, the most in nearly four years.

Superstorm Sandy likely also dragged on growth by closing factories, disrupting shipping and shutting down retail stores. While the department did not specify Sandy's effect on GDP, it estimated that Sandy destroyed about $36 billion in private property and $8.6 billion in government property.

Subpar economic growth has held back hiring. The economy has added about 150,000 jobs a month, on average, for the past two years. That's barely enough to reduce the unemployment rate, which has been a still-high 7.8 percent for two months.

Economists forecast that unemployment stayed at that rate in January. The government will release the January jobs report Friday.

The slower growth in stockpiles followed a jump in the third quarter. Slower inventory growth means factories likely produced less. Heavy equipment maker Caterpillar Inc. said this week, for example, that it reduced its inventories in the fourth quarter as global sales declined from a year earlier.

Still, with consumer spending rising, companies might have to rebuild inventories in the current January-March quarter, economists say. That could boost growth.

Wednesday's report is the first of three estimates of GDP the government issues each quarter. GDP measures the nation's total output of goods and services ? from restaurant meals and haircuts to airplanes and appliances. The estimates of GDP are revised by an average of 1.3 percentage points between the first and third estimate. That means the final figure for the fourth quarter might end up showing either growth or a steeper contraction.

A big question for 2013 is how consumers will react to the expiration of the Social Security tax cut. Congress and the White House allowed the temporary tax cut to expire in January but prevented income taxes from rising for most Americans.

The Social Security tax increase will reduce take-home pay this year by about 2 percent. A household earning $50,000 a year will have about $1,000 less to spend. A household with two high-paid workers will have up to $4,500 less.

A key measure of consumer confidence plummeted this month after Americans noticed the reduction in their paychecks, the Conference Board reported Tuesday.

Several trends, though, are expected to boost growth later this year.

Home builders are stepping up construction to meet rising demand. That should create more construction jobs.

And home prices are rising steadily. That tends to make Americans feel wealthier and more likely to spend. Housing could add as much as 1 percentage point to economic growth this year.

In addition, auto sales reached their highest level in five years in 2012. That's boosting production and hiring at U.S. automakers and their suppliers.

Just because Twitter is working to curtail non-canonical clients doesn't mean that developers have stopped trying to deliver its 140-character utterances in better and better ways. Plume for Twitter brings a highly customizable Twitter client to Android devices (free, $4.99 to remove ads) with a powerful muting feature to help you manage the chaos of Twitter.

Starting up Plume for the first time, users are greeted by a colorful screen and Plume's cute, friendly duck/penguin masot. Once inside the app, Tweets are displayed in a series of scrolling columns, showing @ replies, the latest updates, direct messages, and so on. Users can scroll up and down to move chronologically through the feeds, and left and right between feeds. Swiping left to right from off the screen will open a hidden tray of other features, such as search and trending topics.

The Sound of Silence
By far, Plume's strongest and most useful feature is "muting" certain users, words, and services from appearing in your feed. One of the drawbacks of Twitter, and it is surely like this by design, is that ?the only way to remove a user from your feed is to un-follow them?a public and noticeable act. Super Bowl ad brawl has already begun for automakers

The hype has begun. Super Bowl XLVII is less than a week away, but the mega-million-buck auto ad brawl is already underway as three of the eight deep-pocket car?advertisers pre-launch their new commercials to NFL fans. The reason? Economics. And a numbers game.

At between $2.4 million?and $4 million per 30-second commercial, ?this amounts to a huge?expenditure for just one airing. But there?s an even bigger number, with more than 115 million Americans predicted to watch?the game Feb. 3.

Until recently, Super Bowl advertising?has been nothing more than putting up the game-day spot and hoping, maybe, that it will trigger some Monday-morning quarterbacking around the water cooler ? with polls and research adding some arguable, additional value. That was then.?

What?s become apparent is that a fairly large percentage of viewers are more interested in the commercials than the game itself. So, how to take advantage of that and extend the payback beyond just a game-day airing that is over in 30 seconds, whether a viewer was sitting in front of the TV or off grabbing something from the refrigerator?

Now, with the various social media,?like Facebook and Twitter as well as YouTube, along with special contests, promotions and PR hype, the shelf life for a good commercial can be dramatically extended to weeks, even months, resulting in additional views extending well into the millions ? even among consumers who ? gasp ? might not have tuned in on Super Bowl Sunday.

Result? The return on investment is as measurable as any ad investment might be. ?And, of course, makers get to battle it out all over for bragging rights as to who was number one.

?(An) early release extends the life of the commercial, builds consumer interest, and most importantly brings early customers into our dealers," said?Steve Shannon, vice president of marketing at Hyundai Motor America.

The?latter reason, arguably, is the most important for buying the commercial in the first place. With that in mind, here are the early commercial entries into this year?s auto ad brawl:?

Mercedes-Benz
During the North American International Auto Show in Detroit, Bernie Glaser, vice president of marketing for Mercedes-Benz, said the company has an enviable role in XLVII.?The game will be played in the Mercedes-Benz Superdome. The ad plan was to pre-release a teaser, but in fact two advance spots were released earlier this week. One sexy little tease spotlighted actress Kate Upton and has already received over 3.4 million hits on YouTube ? but also generated a fury of??negative comments from critics for being overly sexy.?The other is a cinematic mystery tease of what is coming Feb. 3, shot in the Big Easy with some great music.

Hyundai
Like every NFL game, it all begins with the coin toss, and in Super?Bowl?XLVII, Hyundai has the primo commercial position ? a 60-second spot for the new seven-passenger?Santa Fe prior to the heads-or-tails call. Check out the not-so-sneak preview.

There are two in game spots, including another for Santa Fe and one for the turbo Sonata. Hyundai also has bought a couple pre-game ads ? featuring the Genesis R-Spec and Santa Fe. Obviously, the new family-size SUV?is getting the most play. The six commercials pre-game and during the game makes Hyundai the biggest car-vertiser in the big show.?

Audi
More than a tease, the rising luxury car marquee is asking consumers to vote for the favorite end of their sixth Super Bowl commercial. Viewers of the commercial on YouTube were?given?24?hours?to?pick their favorite from three possibilities. The most popular will be added in post-production and will air in advance of the game --?and?in?the enviable commercial position of the first break after kick-off.?

Lincoln Motor Company?and Chevrolet
The newest entry in the auto ad brawl in Super Bowl XLVII is the reborn, revitalized, redesigned, re-engineered Lincoln brand from the renamed Lincoln Motor Company. All previous car companies except Chevrolet have re-upped. Chevy is instead?involved in?the half-time show with Beyonce. As TheDetroitBureau.com previously reported, the pop phenom is expected to receive a new 2014 Chevrolet Corvette Stingray, a special version of the C7 built just for her.?
