Plastic iPhone shell shows up again, goes side by side with current products

The alleged low-cost, plastic iPhone continues to be a thing, and well known YouTuber DetroitBORG has managed to obtain one of the shells we've seen so many leaked images of already. While it is only the shell, DetroitBORG ? otherwise known as Michael Kukielka ? compares it to the iPod touch, iPhone 5, iPhone 4/4S and the iPhone 3GS.

The comparisons are pretty neat, actually. The shell bears a lot of resemblance to the 5th Gen iPod touch, with a similar form factor and speaker arrangement down the bottom, alongside of course a Lightning port, the 3.5mm headphone jack and the microphone. It's also slightly thicker than the iPhone 5. At this point in time we're still wondering exactly what this is, if indeed it does come to market. Speculation is that the 30-pin laden iPhone 4 and 4S will be discontinued, and that this 'budget' offering will fit into that part of the lineup, along side the iPhone 5 and iPhone 5S. Hoping to enjoy a casual night on the town, Miley Cyrus heads out of her London, England hotel on Friday (July 19).

Looking simple and more covered up than normal, the "We Can't Stop" songstress exited wearing black pants, a white button up and big black shades.

Though she may be miles away, Miley's mom is still sending her love and support to her daughter while across the pond.

Taking to her Twitter page, Cyrus posted a photo of sunflowers with a caption reading, "Flowers from my mommy. Just to wish me a nice day."

This week in the war on voters: House GOP holds half-hearted hearing on Voter Rights Act revamp

This week in the war on voting is a joint project of Joan McCarter and Meteor Blades

The House Republicans held their first hearing on the Voting Rights Act Thursday to consider what, if anything, might be done as a consequence of the Supreme Court's striking down Section 4. That section set formulas for figuring out which jurisdictions are required to "pre-clear" any changes in their voting laws because they discriminated against citizens of color in the past. As expected, some lawmakers don't want to do anything:

The two Republican witnesses at Thursday?s hearing were in complete agreement: Even with Section 4 struck down, the Voting Rights Act ain?t broke so there?s no need to fix it. In fact, Hans von Spakovsky, a former Bush-era Justice Department official who is now a scholar with the Heritage Foundation, said that the requirement to submit election law changes in advance had ?led to a virtual apartheid system of redistricting,? because it bars changes that would have the effect of diluting minority voting power, not just the intention. [...]

Von Spakovsky compared the ?preclearance? requirement in the Voting Rights Act to arresting someone and forcing them to prove their innocence rather than requiring the state to prove their guilt. As a rejoinder, Spencer Overton, a former Justice Department official who now teaches law at Georgetown University, said ?when I came into this building today, I went through a metal detector, that?s not a due process violation.? The point, Overton explained, was that preclearance exists to address voting discrimination where it remains most acute.

The Pennsylvania GOP just keeps opening its collective big mouth, and admitting that voter ID has nothing to do with fraud, and everything to do with politics.
Now PA GOP party chairman Rob Gleason has set off a new round of criticism by crediting voter ID with helping narrow Obama's margin of victory last fall. In an interview broadcast on PCN-TV, Gleason was asked whether he thought the attention drawn to Voter ID affected last year?s elections. He replied."Yeah, I think a little bit. We probably had a better election. Think about this, we cut Obama by 5%, which was big. A lot of people lost sight of that. He won, he beat McCain by 10%, he only beat Romney by 5%. I think that probably Voter ID had helped a bit in that."

North Carolina is one of several states where right-wing lawmakers have seen the Supreme Court's decision to gut the Voting Rights Act of 1965 as an opportunity to suppress the vote, though they will never, of course, call it that. Bob Hall, executive director of Democracy North Carolina, examines the differences between a House and Senate photo I.D. bill:

The Senate bill takes a double swipe at college students, making it harder for them to vote. It refuses to accept student IDs from any college; the House at least accepts those from the UNC and community college systems. And it restricts the use of an out-of-state driver?s license to 90 days from the day of becoming a NC registered voter; the House accepts the out-of-state driver?s licenses as a legitimate government-issued photo ID. These are unnecessary, mean-spirited changes that target and punish college students who want to participate in the civic life of their college community. The Senate version keeps a House provision that will make the NC law one of the most restrictive in the nation?harsher than the ones in Florida, Idaho, Michigan and several other states with a photo ID requirement. Those states allow the voter who lacks or forgets to bring the photo ID to sign an attestation under penalty of perjury and, in some cases, provide an identifying number, such as a birth date or Social Security number, that the board of elections can verify before counting the ballot. The proposed NC law would make that voter come back another day and show the correct ID to have their provisional ballot count. This is significant: 70% of North Carolina voters say our law should also have that back-up provision for the voter without an ID who signs the attestation and gives an identifying number.
A federal judge in Ohio has made permanent a ruling that voters who are misdirected to incorrect polling places will still have their votes counted, even if they vote in the "wrong" location.
Last year, two organizations filed suit against Ohio Secretary of State Jon Husted (R) after he attempted to block the counting of provision ballots cast voters who vote in the wrong place within a polling place (often ?right church,? but ?wrong pew? voters) ? even though they were incorrectly sent there by poll workers. A federal appeals court ruled against Husted in October, holding that such a practice violated the U.S. Constitution. U.S. District Judge Algenon L. Marbley issued an injunction preventing Ohio from discarding those votes in November?s election.
That injunction is now permanent.

Professor Gary May describes a number of the conflicts between white supremacists in Alabama and nonviolent civil rights workers that led to the enactment of the Voting Rights Act of 1965?often just called the VRA. The book also describes political developments that influenced President Lyndon Johnson to support the act in 1965, and later events that supported the congressional reenactments of the VRA signed by President Richard Nixon in 1970, by President Gerald Ford in 1975, by President Ronald Reagan in 1982, and by President George W. Bush in 2006. [...]

May?s book contains a wealth of information about the events that led to the enactment of the 1965 statute?and about the dedication and heroism of little-known participants in the events that came to national attention in 1964 and 1965. It includes both favorable and unfavorable information about well-known figures like Martin Luther King Jr. and J. Edgar Hoover, and about some of the methods used by whites to prevent blacks from voting and from registering to vote.

Republican who chucked voter registration forms goes scot-free:
A judge in Virginia dropped several misdemeanor charges against Colin Small on Wednesday, meaning the 23-year-old will not face any penalties for discarding a number of voter registration forms. Felony charges were dropped back in April, but Small was still facing five misdemeanor counts until this week.

During a four-hour court hearing on Tuesday, Small's lawyer John C. Holloran argued that Small simply made a mistake and wasn't trying to purposefully prevent anyone from registering to vote. [...]

Small had been registering voters on behalf of the Republican Party and was paid by Strategic Allied Consulting until the Republican National Committee ended its relationship with the firm.

In Indian school, children died quickly after eating poisoned meal

PATNA, India (Reuters) - Within minutes of eating a meal of rice and potato curry at school, the children began to fall sick, a cook at the centre of one of India's deadliest outbreaks of mass food poisoning in years, told Reuters from her hospital bed.

At least 23 children, aged four to 12, died after vomiting and convulsing from agonizing stomach cramps after eating the meal on Tuesday, officials and relatives said. Death came so quickly for some that they died in their parents' arms while being taken to hospital.

Dozens of other children are being treated for food poisoning. A local official said 25 children had died, but the toll could not be confirmed.

Police were searching on Thursday for the headmistress of the school in Gandaman village in eastern Bihar, one of India's most impoverished states, who has disappeared. The school provided free meals under the Mid-Day Meal Scheme, the world's largest school feeding program involving 120 million children.

Federal education minister M.M. Pallam Raju vowed that "action will be taken" against those responsible but did not single out anyone by name.

The focus of the investigation is on the oil used in the preparation of the meal. Doctors treating the children said they suspected the food had been contaminated with insecticide. Media reports said the oil may have been stored in an old pesticide container.

"The minute the children were brought in, we smelled this foul odor of organophosphorous," said Dr. Vinod Mishra, a doctor in the medical team treating 25 children at Patna Medical College Hospital in Bihar's capital, Patna.

"It seemed as though it was coming out of their pores. That's when we prepared the diagnosis for organophosphorous poisoning and it worked. The diagnosis has shown results," he said.

Organophosphorus compounds are used as pesticides.

COOK SICK TOO

With her mother sitting beside her, school cook Manju Devi lay in bed in a dimly lit ward of the hospital, almost too weak to talk.

Speaking in a local Bihari dialect, she told Reuters that she had almost immediately fallen ill, along with the children, after eating the lunch.

When asked if she had prepared it, her mother quickly intervened, saying, "No! She had nothing to do with the meal that day, another cook had made the deal that day. She wasn't a part of it."

Also in the ward were 17 of the children being treated for food poisoning. They lay listlessly on their beds, each with a saline drip.

Nurses were administering injections while parents fanned their children with wooden handheld fans. Hospital workers distributed fruits, a loaf of bread and milk to each child.

A 2008 study in the Lancet medical journal said suicide by consuming pesticide was a major problem across much of rural Asia. Many studies estimated that such poisonings accounted for 200,000 deaths a year, it said.

"Deaths from unintentional organophosphorus poisoning are less common," it said.

The symptoms of organophosphorus poisoning vary but in acute form include convulsions, excessive phlegm and drooling, respiratory arrest, coma and eventually death, according to patient.co.uk, a leading independent health website in Britain. Intermediate stages can also include vomiting and diarrhoea.

Indian police said they were many different versions of what happened at the school on Tuesday.

"We have made no arrests so far as we are waiting for forensic reports which will help us piece together the entire investigation," said Sujit Kumar, superintendent of police in Chapra district, where Gandaman village is located.

"We have circumstantial evidence but the key to the investigation is the headmistress who is absconding," he said, adding that police were trying to find her.

P.K. Shahi, Bihar's education minister, said on Wednesday that the headmistress had been dismissed over the incident, although she has not yet given any account of what happened.

"In spite of the cook's complaint (over the smell of cooking oil used for the food), the headmistress insisted on its use and the cook made the food. The children had also complained about the food to the cook," Shahi said.

On Wednesday, demonstrators angered by the deaths pelted a police station with stones, set ablaze buses and other vehicles, chanted slogans denouncing the state government and burned effigies of Chief Minister Nitish Kumar, the seniormost elected official in Bihar. There were no reports of further rioting on Thursday.

Guy That Sells Fake Twitter Accounts Makes Over $128,000 In 10 Months, He Says

Not a day goes by when our inboxes aren't spammed by people wanting to sell us fake Twitter users. Turns out, there's a good reason. It's insanely profitable.

James Clegg, who operates a fairly large-scale fake follower business, raked in $128,000 in profits in the last 10 months, reports PC World's Christopher Null.

He's done so well in this business, he quit his day job as an accountant, he told Null.

Clegg offered the inside skinny on his operations:

He runs 13 follower-sales websites, he says. He needs many websites because Google dislikes the fake-follower business. So each site has to use a constantly changing search-engine optimization scheme to show up in search results.

(It works though. We just typed in "Twitter followers" and low-and-behold, the first search result was for "Twitter Followers | Buy Twitter Followers | Free Twitter Followers ...")

The fake follower business is a numbers game. The going rate is $11 for 1,000 Twitter followers and a typical order is for about $30. A server with a high search result could pull in 80-100 orders per day, he says. (It might also charge more. The fake follower site we found from our Google search charges $17.50 for 1,000 followers.)

It's not all profit. Clegg hires programmers in India to produce the "bots" (short for robot) that creates the fake Twitter accounts. Out of every $6,000 in revenue, he makes about $2,000 in profit, he says.

Buyers include minor celebrities, big corporations, practical jokers, but it's mostly small companies who don't want people to know they've only got 20 or so real Twitter peeps, Clegg says.

Just so you know, buying or selling Twitter accounts is a clear violation of Twitter's rules. If Twitter finds these fake accounts, it will delete them.

Those Ole Miss fans who thought they wouldn't be able to watch the broadcast of the Rebels playing at Texas on Sept. 14 can breathe a little easier now.

The game, originally confined to the Longhorn Network (which has limited distribution), is now being offered by a range of TV stations throughout Mississippi and surrounding markets, Ole Miss announced on Tuesday.

"We are appreciative of ESPN's work in reaching out to the state of Mississippi and Memphis area TV stations to broadcast our game versus Texas," Ole Miss athletics director Ross Bjork said. "Because of our partnership with ESPN, they understood our minimum desire to make the game as accessible as possible in our state and the Memphis market. We are thankful to the local stations for allowing the game to be aired for Rebel Nation to see. Our team is focused and excited about the 2013 season, and we cannot wait to kick off on August 29."

Here's the list of affiliates carrying the game, which kicks off at 8 p.m. ET:

In other words, we are not Greece.?The debt doesn't need to be "fixed." And dancing to Gangnam Style (or the Harlem Shake) will not change this.

This isn't how it was supposed to be. There was supposed to be a fiscal crisis. That's what budget-cutting superfriends Erskine Bowles and Alan Simpson said would happen in around two years time ... over?two years ago. Salvation from our fiscal sins would only come if we repented and cut social insurance programs like professional deficit scold Pete Peterson has been saying we urgently need to, well, for?decades now. Of course, revenues also needed to go up to make this a "bargain" both sides could support -- and that's where things fell apart. Republican anti-tax absolutism made any kind of actual deal impossible.

But deficit hawks dreamed a dream of a grand bargain, and don't want to admit it was just that -- a dream. Look at the Washington Post editorial board's recent call for a renewed focus on the deficit. Now, replacing the sequester with a backloaded mix of spending cuts and tax hikes would?be good policy, but the deficit itself is solved for now. As you can see in the chart below from the Center on Budget and Policy Priorities?(CBPP), we only need $900 billion more of savings to stabilize the debt over the next decade -- and that's assuming the sequester and its $1.1 trillion of additional cuts stop after this year.

Our $600 billion of new savings mean the debt is already stabilized. Wait, what $600 billion of new savings? Well, that's how much less the Congressional Budget Office?figures we will spend on Social Security, Medicare, and Medicaid over the next decade compared to what it figured back in February. That's how the $1.5 trillion of additional savings the CBPP said we needed half a year ago turned into $900 billion today.

In other words, we can definitely afford to wait. Now, it's true that even if we keep the sequester, the debt will start rising at the end of the decade as more Boomers hit their golden years. We're going to need some combination of tax increases, benefit cuts, or, when it comes to Medicare, price controls, to get the debt back on a downward trajectory. But we don't really know how we'll need to do to do so. Indeed, the big fiscal story of the past few years has been the slowdown in healthcare inflation -- and the big fiscal mystery is whether it will continue. If it does,?Sarah Kliff of the?Washington Post reports it could save us $2 trillion the next ten years. That's about as much as the Budget Control Act and the sequester saved together.

Sometimes kicking the can is the responsible thing to do.

College Football: Anthony Maddie leaving Western Michigan University

Former Aurora Christian quarterback Anthony Maddie has left the Western Michigan football program, according to a report on mlive.com.

First-year Broncos coach P.J. Fleck confirmed the signal-caller?s decision in a story filed by Western Michigan football beat writer David Drew.

Maddie impressed at times during spring practice and had edged fellow redshirt freshman Zach Terrell for the backup quarterback job to senior starter Tyler Van Tubbergen entering fall camp, the report said.

Fleck has received a verbal commitment from Sturgis (Mich.) High School quarterback Chance Stewart, who is ranked a four-star recruit and is expected to sign with WMU in the spring. Recruited by several Big Ten schools, Stewart is expected to compete for the starting job as a true freshman in 2014.

That may have influenced Maddie?s decision, who is thought to be headed to Northern Illinois, which recruited him in high school. The Huskies have three incoming freshmen ? running back Joel Bouagnon, defensive back Brandon Mayes, and wide receiver Chad Beebe ? from Aurora Christian.

Maddie, who is from Plainfield and transferred to Aurora Christian after his sophomore year at Joliet Catholic, would have to sit out a season or join the Huskies as a walk-on.

Canon EF 135mm f/2L USM


The Canon EF 135mm f/2L USM ($1,089 direct) is a prime lens for Canon cameras with a focal length that is traditionally useful for portraiture. Of course, you won't be limited to that purpose when shooting with the lens; it does double duty as a medium-telephoto lens, and a sharp one at that. It's not a perfect lens?there's no optical stabilization. Still, the lens is quite sharp, even at the edges, and focuses with impressive speed.

We didn't like it quite as much as another 135mm lens that earned our Editors' Choice award, the Carl Zeiss Apo Sonnar T* 2/135, which is sold in versions for use with Canon and Nikon cameras. That lens is, from what we could tell, just about perfect optically, and even avoids the green and purple highlights that show up in the out-of-focus areas of images shot with this Canon EF 135mm lens. But the Zeiss lens is manual focus only, and more expensive, so if you're willing to live with the occasional color aberration in the bokeh, the Canon is a solid option for autofocus shooters.

The lens itself measures 4.4 by 3.2 inches (HD), weighs about 1.7 pounds, and accepts 72mm screw-in filers. It can focus as close as 3 feet, which isn't as close as the Zeiss Apo Sonnar (2.6 feet), or the Sony Carl Zeiss 135mm f/1.8 (2.5 feet) for Sony Alpha SLRs. There's a large manual focus ring, as well as a switch to toggle between manual focus and autofocus. A reversible lens hood and a soft carrying case are included.

I used Imatest to check the sharpness of the 135mm when paired with the full-frame EOS-1D X. The lens captures detail that's better than the 1,800 lines per picture height we require to call it sharp. At f/2 it manages 2,117 lines, and things get better as you close down the aperture. At f/2.8 the score increases to 2,269 lines, it's 2,489 lines at f/4, and it peaks at 2,630 lines at f/5.6. Edges are impressive as well, starting at 1,795 lines at f/2 and steadily increasing to 2,300 lines by f/5.6. Distortion is well controlled; there's only 0.5 percent, which is barely noticeable. As impressive as the results are, they don't match the Zeiss Apo Sonnar. It scored 3,357 lines at f/2, with edges that were nearly as sharp as the center (3,200 lines), and peaks at 3,887 lines at f/5.6. Those tests were done on a camera with a higher resolution image sensor, but for a better comparison we looked at the rather banal shots of our SFRPlus test chart side-by-side on a calibrated NEC MultiSync PA271W display. Magnification was set so that they were roughly equal size on the screen, and the Apo Sonnar came out ahead in terms of sharpness.

But a manual focus lens isn't for everyone. If you're an autofocus shooter with a Canon camera system, it's hard to beat the Canon EF 135mm f/2L USM. It's quite sharp and the f/2 aperture allows you to capture images with a shallow depth of field. There's no optical stabilization, but we've not seen a 135mm f/2 with that feature. Our Editors' Choice, the Carl Zeiss Apo Sonnar T* 2/135, is sharper and eliminates spherical aberrations that cause color shifts, but it's more expensive and requires you to focus it manually.

India: Elephants vs. people?

In India a multitude of causes is increasingly pitting elephants against people. The most obvious factor is human incursion into elephant territory. Forests are being destroyed because of the mining and timber industries, drought and monoculture plantations. As a result, elephants are driven further and further into populated areas in search of food.

Some conservation efforts have ironically contributed to the conflict as well. Wildlife protection has boosted elephant numbers, some reforestation efforts have drawn elephants out of the deep forest attracted by new growth and some elephants have even decided that they fancy crops, and who can blame them?

Rural villages are typical battlegrounds. Reports of ?marauding? elephants conducting raids on many villages sound like the stuff of nightmares. As many as 15-17 elephants enter a village en mass, destroy houses, devour fruit trees and rice paddies and then move on to the next village. Other sources report elephants causing human injury and even death. Sometimes villagers take tremendous risks to drive the elephants back into the forest.

Of course it really grabs headlines when a herd of elephants enters a large city, like what happened in Bangalore a few weeks ago.

A columnist for the Guardian relates the events of an elephant invasion that prompted her children?s school to be closed for the day:

The panicked pachyderms moved into Bangalore?s plush IT district of Whitefield, as neighbouring schools and offices hastily shut down, and a massive crowd of onlookers gathered. But much as the children enjoyed it, the incursion masked deeper, graver problems. The herd ended up killing four people- including a journalist trying to take photographs-before they were finally cornered by forest officials and driven back to the jungle.

Human relationships with elephants are complex in India and are far from always confrontational. Forest wardens recently rescued an elephant that had fallen into a ditch located in a wildlife sanctuary in Kerala. And then there?s this elephant sanctuary located on a temple compound (also in Kerala), which has been attracting throngs of visitors.

The plight of working elephants has also been gaining significant attention in India after Bollywood star Amitabh Bachchan leant important publicity to the plight of Bijlee, a 52-year-old former begging elephant who was dying on the side of a suburban Mumbai street. Veterinarians from Wildlife SOS, a prominent Indian wildlife rescue and welfare organization blamed Biljee?s terminal condition on years of neglect and abuse at the hands of her owner.

Kartick Satyanarayan, CEO of Wildlife SOS is quoted in National Geographic:

Both captive and wild Asian elephants are in trouble, in fact they are endangered. Hundreds of working elephants succumb to abuse and neglect by private owners everyday.

Unsafe to exit driveway on Kirkland?s Lake Washington Boulevard | Letter

It seems from the robust participation in a recent petition that many feel that these dangerous conditions are within the City of Kirkland?s duty to correct.

I am noticing comments about collisions that have already happened. How many more? How serious will they be? Why is the city not getting better traffic studies and fixing a problem they?ve heard about loudly from the citizens?

Please help us make Lake Washington Boulevard and Lake Street South safe for all, and accessible for land-locked driveways. The city has received numerous citizen communications about dangerous traffic conditions on the boulevard and has received reports of unsafe maneuvering due to insufferably long traffic queues.

And now some property owners find that traffic has become so bad that those who only have one driveway that exits onto the boulevard no longer have any ?safe gaps? in traffic for ingress or egress.

Since video tapes, photos, letters, emails, and testimony under oath all have failed to get the city to act, we have summarized the steps that have been taken to show that the city has received more than ample notice of the dangerous traffic conditions.

Let me first state that this is a problem with, or without, the enormous Potala Village project. On the east side of the boulevard there are no safe gaps to get out of one?s driveway if it exits onto Lake Washington Boulevard. This goes on for hours in the summer and a bit less in the winter.

Secondly, if Potala Village is not constrained to low/medium density (required by the city in 1977 when they first acknowledged vehicular ingress/egress issues due to massive traffic), the proposal states 111 cars per hour will be coming off a driveway onto Lake Street.

That?s nearly two per minute during peak evening hours. One of the neighbors calculated that this is more cars than all of the other driveways combined. And it may exceed all the side streets combined as well. This huge addition of cars and turning maneuvers will dramatically increase potential conflicts, or real ones.

Potala Village developers have been advised that driveways onto arterials are not generally allowed. It is uncertain how the developer anticipates having two cars enter the roadway each minute when there are no gaps. Likely the cars will idle long periods of time parked across the sidewalk, impeding both pedestrian traffic and bicyclists. Again more, unavoidable conflicts on our major pedestrian and bicycle pathway.

Finally, I believe that the city is responsible for planning and maintaining safe ingress and egress from the side streets and from our driveways.? Some very technical folks have pointed out the flaws in the city?s traffic studies and yet we keep using the same person - for the 2004 Comprehensive Plan environmental impact statement, for Parkplace and for Potala.

If we got this traffic mess from the person doing the studies, don?t you think we?d find someone else? Try a different study since we have evidence that the ?traffic modeling? is not representative of what we have.

I was a bit concerned when I looked at public records and saw that this ?independent? traffic consultant was exchanging emails and drafting her report in a tag-team fashion with the city traffic engineer. Something just didn?t seem very ?independent? about that.

Whatever machine she was using to detect ?gaps? for safe ingress and egress seemed to make even the city traffic engineer suggest that her gap analysis had failed. Pictures and citizen experience certainly have shown the gap analysis has failed.

Lack of safe ingress and egress and the traffic conditions on Lake Street South and Lake Washington Boulevard have been ignored too long with citizens being given the deaf ear. I read comments in the petition about collisions happening already.

Will the city wait until something really bad happens or take the steps required to maintain safe gaps, so that people can enter and exit the roadway safely? Isn?t this a duty of the city? We certainly have told them of this issue repeatedly so they will never be able to say that they weren?t made aware of the problem.

They won?t be able to say that no one pointed out the flaws in their traffic analysis. How many of us will be available when asked to comment as to whether a tragedy was avoidable and who was to blame?

US Airways shareholders approve merger with American

(Reuters) - US Airways Group Inc shareholders approved the carrier's plan to merge with AMR Corp's American Airlines, clearing another hurdle to the deal that would create the world's largest carrier.

Of nearly 132.8 million shares voted, 132.3 million were in favor of the merger, the company announced on Friday after its annual meeting in New York.

US Airways said 257,757 shares were cast against the merger, and 256,523 abstained.

The $11 billion merger deal was announced in February and the companies expect to complete it by the end of September. The new American Airlines will be based in Dallas-Fort Worth.

The merger must still be approved by antitrust regulators. The U.S. Justice Department, along with attorneys general from 19 states, is considering whether the merger would harm competition. Some states involved in the probe worry that they could lose an airline hub because of the transaction. Others are concerned about potential curbs to service in smaller cities, sources have said.

RIVALS SEEK SLOT DIVESTITURES

US Airways Chief Executive Doug Parker told the shareholder meeting on Friday that rivals such as JetBlue Airways and Southwest Airlines were pushing hard to influence regulators to require the merged carrier to shed takeoff and landing rights, especially at Reagan National Airport just outside Washington, D.C. That airport has been a focal point of the regulatory probe of the merger .

Parker, who will be CEO of the new American Airlines, added that should the combined carrier be required to give up such slots at Reagan National, it would be forced to cut service to small cities.

"We will as stewards of our shareholders' resources divest those (slots) that are the least lucrative, and that flying is going to be to small communities," Parker said during the annual meeting, which was broadcast over the Internet.

Parker said the share of slots that the new American would have at Reagan National would be about 67 percent, a figure that trails the share of key rivals at other major U.S. airports.

For example, he said Delta Air Lines , which bought Northwest Airlines in 2008, has a 78 percent share of slots at Atlanta's airport and an 83 percent share in Detroit.

"We don't see any reason certainly from a matter of law perspective that we should be asked to divest by the Department of Justice," Parker said.

In May, 104 members of Congress asked U.S. regulators to allow American and US Airways to keep all their slots at Reagan National in the merger. In a letter to the U.S. Transportation and Justice departments, the lawmakers argued that requiring divestitures would cut service to smaller cities such as Bangor and Portland, Maine.

Reagan National is used regularly by members of Congress to fly to and from their home districts.

Southwest and JetBlue did not immediately respond to requests for comment.

The American-US Airways merger would be the fourth major U.S. industry tie-up since Delta's 2008 acquisition. United Airlines and Continental merged in 2010, and Southwest bought discount rival AirTran in 2011.

About 50 airport workers participated in a protest outside the US Airways annual meeting that was organized by the Service Employees International Union, complaining about low pay and benefits.

Shares of US Airways were up 2.4 percent to $17.78 in afternoon trading, while AMR was up 2.9 percent to $4.99.

Calif. System?s Chancellor Has Stern Words for City College of San Francisco

The City College of San Francisco has failed to govern itself and must do ?heavy lifting? to fix its problems, or it will lose its accreditation and be forced to close, Brice W. Harris, chancellor of the California Community Colleges system, said in a meeting with the editorial board of the San Francisco Chronicle on Thursday.

The Accrediting Commission for Community and Junior Colleges announced on July 3 that it had decided to terminate the college?s accreditation, effective July 31, 2014, because the college had failed to correct deficiencies the commission noted when it placed the institution on warning status a year earlier. After the commission?s announcement last week, the college system?s governing board voted to give a special trustee ?extraordinary powers? to act unilaterally in dealing with the accreditor?s concerns about the college?s finances and governance.

In his comments to the newspaper on Thursday, Mr. Harris was unreceptive to arguments raised by City College faculty leaders that the accrediting commission was treating the college unfairly. ?They need to take the fight with the commission someplace else,? he said. Instead, he called on faculty members to ?marshal their forces to meet the accreditation standards.?

Throughout his meeting with the editors, the newspaper said, the chancellor?s unwavering message was that 111 of California?s 112 community colleges were living by the accreditation rules. Only one, the City College of San Francisco, was not. ?The only thing that makes City College unique,? he said, ?is its unwillingness to fix its own problems.?
